YoVAM analyses 15% budgetary allocation to Health Sector

Yobe state voice and accountability mechanism(YoVAM) helds a two day meeting with its members to analyse the 2025,15 percent budgetary allocation to health sector in the state.
The meeting which was supported by Lafiya UK program held on Saturday and Sunday in Damaturu, Yobe state capital.
The meeting objectives is to review the 2025 action operational plan (AOP)in relation to 15 percent budgetary allocation,analyse quarterly activities and fund allocated for the activities,develop quarterly performance tracking template and to populate YoVAM 2025 work plan with identified activities from the meeting.
The meeting agreed on the action points to includes;advocate for an Increase of overhead cost of the health sector in the state,develop a success story of YoVAM in health budget performance,and to administer and analyse data for service delivery satisfaction of health services from beneficiaries
Other includes;to conduct YOCHMA enrollees' service satisfaction survey,to advocate for inclusion of YoVAM members for the development of health Sector strategic documents,advocate for a proper narration of health budget sub-heads to avoid taking the health budget to other sectors, and to track local government health budget respectively.
Yobe State Government has approved the sum of N320,796,000,000 for the year 2025 budget out of which N48,288,643,000 was allocated to health sector, "N14,742,330,000 for personnel cost,N 2,721,337,000 for over head and N30,824,976,000 for capital expenditure".
It could be recalled In the 2024 fiscal year,Yobe State allocated N32.7 billion to the health sector, representing 15% of its total proposed budget of N217 billion.This allocation aligns with the Abuja Declaration's target,where African Union countries pledged to allocate at least 15% of their annual budgets to improve the health sector. This was later downward reviewed to 9.73 % of the total budget before the end of the 2024 fiscal year.
The government budget reflects about 55.49% of its Annual Operational Plan (AOP). The
remaining gap are expected to be supported by the development partners and private sector.
Resource coordination between the government and development partners remains essential to effectively allocate resources and address any gaps in funding.Taking a sector wide approach (SWAp) will further strengthening these efforts.
The 15 % budgetary allocation to health sector in Yobe was achieved as a result of continuous advocacy made by the Yobe Voice and Accountability Mechanism (YoVAM) during the 2023 and 2024 financial year.
During their advocacy YoVAM uses evidence packaged in health budget scorecards to reach policy stakeholders.
